Carmen Jimenez

Carmen Jimenez has worked in human resources for a municipal government since 2007. She is experienced in recruiting, classification and compensation, and employee and labor relations.


When Carmen began her work in municipal government, she started out as a recruiter. She has recruited for general labor, professional, management and executive positions in fields throughout city government.

Carmen quickly added classification and compensation to her duties. She has analyzed job classifications, created job descriptions and participated in salary studies.

Throughout her time in municipal government, Carmen has gained experience in other areas of human resources, as well. She has conducted research and analysis in regards to labor relations, conducted trainings and assisted employees in career growth and professional development.

Carmen is a certified Professional in Human Resources (PHR).


Carmen is a graduate of the University of Texas at El Paso with a Master of Public Administration in Public Policy and Management and a Bachelor of Multidisciplinary Studies in Human Resource Management and Finance.
