Human Resources Command
In an effort to assist the U.S. Army to become a 21st-century fighting force, the U.S. Total Army Personnel Command (PERSCOM) and the United States Army Reserve Personnel Command (AR-PERSCOM) merged to form the U.S. Army Human Resources Command on October 1, 2003.
The Human Resources Command is a field agency under the Office of the Deputy Chief of Staff for Personnel. The Human Resources Command is responsible for U.S. Army Human Resources programs, processes, and services.
The advantage of the combined Human Resources Command is that it enables every soldier in the U.S. Army to manage their entire career from basic training until retirement and later through one office. This improves the career management potential for all active duty and reserve soldiers including the National Guard.
Human Resources Command includes more than 40 operations throughout the United States. The Human Resources Command is responsible for the Army Awards program, the Army Career and Alumni Program, Army Continuing Education System, Wounded Warrior, the Defense Integrated Military Human Resources System, the Individual Ready Reserve program, and more.
In 2005, the Human Resources Command was directed by the Defense Base Closure and Realignment Commission (BRAC) to create a Human Resources Center of Excellence at Fort Knox, KY by 2011. Operations in Alexandria, VA, Indianapolis, IN, and St. Louis, MO moved to the new Human Resources Center to provide the highest quality of career support to all Army personnel.
